It's kinda decentralized but everybody are on the same server (instance), so at the end it's pretty much centralized.

Back in the day i was scared to invest in Bitcoin when i just started to experiment with cryptos and choked on a 900$ canadian for 1 BTC and only got 20$ worth of BTC at my local bitcoin ATM. Grrr!
