You're right, but what I'm criticizing is rather the western man's readiness to just roll over now "oh they're more numerous, it's their turn now to rule the world", he seems to have forgotten that it wasn't numbers that allowed the western man to dominate the world. And more gravely, thinking this demographic boom in the global is something similar to the demographic boom in our own history that happened after the infant mortality crisis was solved. In Europe, it's not just numbers that increased but quality of life was also rising. This is far from the case in this "Global South" where every abundance of resources doesn't lead to an increase of quality of life, but just an increase in number of people and the proliferation of the misery they share. Mistaking this for the prosperity witnessed in the western world is very grave.

"The Global South has both demography and economy on its side". In this line you can find all of the ills that assail current western civilization: the myopic western man has forgot to think in terms of actual worth and values, and now thinks in terms of quantity. This the same reasoning behind GDP worship. The excess of breeding found in the turd world is anything but worthy of praise. Their most wretched lives are unenviable, and the proliferation of the human biomass that they embody puts a strain on all of the earth. This is why I also dislike most "Fertility Rate" discourse but it also mostly focuses on quantity over than quality or innate worth.
