If it's coerced and obligatory it's not benevolence. Benevolence can only exist if it's voluntary. If it's forced then it doesn't matter who pays it and who gets the money, it's still not a kindness. It's not the role of the state to act as a charity. And as far as that goes, what's stopping you from doing the thing you describe? Just give poor people money. Who's permission do you need to do that?
