Guessing here, but nuclear power is heavily regulated in most places, and maybe there are some French rules about what to do when there is excess production. Would be interesting to know a real answer, though.

Definitely get it on a platform where you can install mods. Steam Workshop support was recently added, and there are a whole load of mods already out there. Not all are probably on Steam Workshop yet, but they will be. The mods are essential, since there are still so many UI issues that the mods will actually solve for you. With mods I think the game is enjoyable, even if it is not quite as addictive as Civ6 was. But that is also a good thing, since I am actually able to have a life 🚸
