You're supposedly Australian and yet you don't know the history of your own country? The immigration restriction act of 1901 was specifically designed to keep most of the world out. Even before that in the colonies all international migrants went into quarantine so the borders were still controlled in a sense. WRT Germany it started even earlier. After Unification, the first passport was issued in 1867 and when they captured Alsace-Lorraine a few years later, they forced all inhabitants to either relinquish their French citizenship & take German citizenship or move to France. It was open borders that was forced on the world by the US via the UN due to the holocaust after WW2. Of course, even if this somehow weren't the case, it wouldn't mean that open borders couldn't hurt Germany.
